The Martin County REC Election Integrity Committee in partnership with election security advocates from Palm Beach County and Defend Florida are examining the election security practices of ALL 67 Florida counties. Findings to date reveal key threats to election security that are present across many counties, including:

Tens of thousands of illegal ballots can be inserted, and legal ballots can be deleted in Florida’s vote-by-mail process undetected from widespread failures in chain-of-custody practices and lack of reconciliation and procedural audits.

The team obtained over 2000 completed drop-box chain of custody (transport forms) used in the 2022 General Election. Examination revealed that 9 of 10 Florida’s largest counties have serious chain of custody gaps from drop boxes to vote counting centers. The chain of custody gaps from the Supervisor of Election (SOE) P.O. box to the vote counting centers are worse.

Millions of non-citizens/fictitious people could register to vote due to lack of verification and loopholes with minimal/no documentation required.

Election data/results are at risk from malware/data manipulation/data exposure because of uncertified technologies and insecure networks.

Martin County has many best practices to address these risks. However, unless we fix these issues across the state our vote can be diluted and cancelled by illegal votes in other counties.

Florida’s legislative leadership has indicated by their inaction that they are not interested in addressing these major election issues before the 2024 election. However, they would be interested if Gov DeSantis makes this a priority. We need to make the Governor, Senate, and House all come together to fix these major issues with the new legislation. There are 2 bills filed with our solutions that need a co-sponsors and leadership support - Citizenship (SB1602) and Vote-by-Mail (HB1699), Additionally, we need the Governor’s support to address our Technology risks (House draft #90412).

What can YOU do? You can contact legislators to act on the above issues in legislative sessions. Please follow up with personal email, phone call, letter, or social media post from YOU and attend the 1/17/24 rally at noon.

SAMPLE LETTER TO LEGISLATOR

Dear Legislator,

I and many constituents are asking for your help to get a comprehensive, phased election security bill sponsored and passed to address critical issues uncovered in recent informal security risk assessment of our election process. 

Two bills that address the newly uncovered risks need to be moved through committee with leadership support: Citizenship and Voter Roll Accuracy (SB1602) and Vote-by-Mail Security (HB1669). Key legislation to make election technology secure as outlined in draft #90412 was not filed and must be added to a committee bill or integrated into HB359 and SB1752.

Key enhancements to election security included in proposed legislation are:

Citizenship MUST be verified for all registered voters.

Voter registration rolls MUST be accurate.

All election systems, not just vote tabulation system, must be thoroughly reviewed certified and tested by independent experts.

Audits should occur before elections are certified.

Limit Vote-by-mail to those physically unable to go to the polls and secure the Vote-by-Mail Process.

No modems or internet connections for election systems. If network communication is used, manual cross checks must be implemented. 

Allow option for hand counting at the county level and require U.S. made equipment and personnel for critical election functions.

We want to alert you about a recently completed comprehensive report on Florida's election process, involving multiple counties and data collected from across the state. This effort has included discussions with over 50 of your legislative colleagues, members of the Florida Supervisor of Elections, election workers,100s of hours of observational research, and over 300 hours of investigation and analysis by experts across the state.

 Our analysis acknowledges the many achievements in our current election system. However, it also brings to light several critical gaps that, if unaddressed, could be vulnerable to exploitation.

 To address these issues, we have identified a series of viable solutions for your favorable consideration. We have summarized these findings and proposed solutions in a brief video, which we are eager to share with you.
